Not sure about your question about the seating but the reason the clients
don't see radar in multiplayer is becasue the clients version doesn't have
the command allowing the animations to show.
To make it easier, the server will allow the aircraft to have the radar but
since the Client files don't reflect that same code, the player can't use it
even though it is there. There is no display for it on their end.
Look at the code for the destroyer to see if it has sonar attached to a
specific seat location. The generic seat location attachment of the radar
on the Apache may be what is causing a seat ID switches.
