Well I've played on several DCF servers with modded bot names, so I know it works somehow.

Also be sure to check the maps SinglePlayer folder. The bots.con file and the skirmish.con file sometimes specify the names there instead of loading the game.rfa ones. So for those maps you would have to remove tall the names and tell it to load the ones from game.rfa in the same way that the normal maps do.
