I don't think holdobject code works very well for objects that are spawned from mobile objects like soldiers. As soon as the spawner moves, the object will not follow it and will remain at the spot it spawned. Using an object with no mobile physics will still result in this. I tried attaching a spawner to a vehicle to spawn a kit on the vehicle, but the kit would not stay on the vehicle and would remain at the spot it spawned. No...adding mobile physics did not fix this.

So using spawners will not work. It must be addTemplated directly onto the soldier. In which case this won't be server side. :(

I think syphax meant, can the game be edited to show enemy team members on the map like a hack would. I assume this would mean hijacking the .exe so no.

No...Your trying to put a pco over the guy. I mean, seeing blue and red blips on the map all the time. Which is hardcoded.
