Might be possible if you happen to know a lot of how the meme format menu files work as I've seen some pretty cool stuff done to the menu for a BF2 style mod I played. So its not entirely impossible. Just bare in mind it would be unlikely that there would be someone who happens to know how to make/edit menus that would want to do this. I have no clue how the meme files work, so I certainly can't say for sure it could happen.

But if your only doing con file changes, then of coarse it would be impossible.

Even changing the menu files, the scoreboard is hard coded. You might be able to graphically manipulate it, like you can in the main menu, but you can not change the location of buttons or the location of text. The scoreboard might be able to be changed graphically, like in color or design, but the text would appear in the same spot in 2 columns.
