I tried everything I can think of.

Could someone please tell me how to decrease the damage that the following things do:
Bazooka
ExpPack
Panzershreck

The other question (option) from here is...just decrease the damage, or damage to specific things?

I'll assume you just want them to be less powerful. Find what damage amount a zook/etc does to a tank's material (or whatever--find the objects mat. number in objects.rfa) in bazooka.con (game.rfa), and simply do some math. Open up MaterialManagerDefine.con and scroll down to the zook material number (226). If the current materialDamage is 10, and the damageMod for a tank is 8, that would be 80 hitpoints dished out. << --I'm just guessing, not at a PC with the game installed>>

To make it less, just change the materialDamage from 10 to 0.0 - 9.99. For example, a materialDamage of 9.75 and damageMod of 8 (unchanged) would be 78. From there its just math to figure out how powerful you want the weapon to be.

i wonder if its possible to make up new materials complete with damagesystem and all, and put it in game.rfa for later use in whatever map.

I set the materialDamage to 3

Now it takes at least 3 shots on back of tank to take it out.
