You can lower the flag which will give you the maximum radius instead of the bottom end of the sphere,
edit: just re-read that you wanted to shrink it, putting the flag higher might do this, but not sure how it will look serverside.

Both options are not good serverside.
Flying flags VS radius your not inside, but think you are.

Best is to move flags around and fit them on places that might need bigger radius.
And move the flag with smaller radius to where you had the other one.

Not as confusing for players on server.

Is the center of the sphere at the flag position, or the bottom of the sphere.
If its the center then lowering the flag should allow it "shrink" the size of the radius. no thing is visisble, but its the sea.

I would say the flag is at the center of the sphere, so you would have to put it higher to shrink the cap radius, or maybe put it underground/under sea? if that would work.
But the main problem is the client will see the flag in it's new position, so it would look odd floating high above the flag pole, so lowering it might be a better option.
I lowered the flag in the Al Nas building so it could be capped from the doorway, I seem to remember the capping symbol worked correctly, so that shouldn't be a problem.
