Well, I'm going to post my idea soon for a server-side mod that requires all the expansion packs to run.
I have a friend who knows how and will be able to give out some pointers.
But the thing that's most important is being able to switch around armies for historical realism.
For instance, putting the Italians (from RtR) at Raid on Agheila (SW) to replace the Germans. Or placing the French (RtR) at Eagle's Nest to replace the Americans. Things like that. But if it's not possible, then the best I can do is throw around mixed kits (and at least now you're telling me I can change the fixed flags) to give the player the feeling that more than one army is involved (Italians and Germans in North Africa, French and Americans at Eagle's Nest, etc.).
I'm still looking for a conclusive answer though, so more advice is helpful

The goal is to keep everything server-side so that players don't have to download anything and will experience a totally different type of game on that server.
