Anyone know how to lay an active smoke grenade in an ssm so that it's a permanent smoke point?

you could try to add a new objectspawn and set the spawning object to
"e_BuildingSmoke", "e_BuildingSmokeIdleDark" or "e_BuildingSmokeSmall"
whatever fits best for you

he means you should take the original effect (if there is one, that is...) and increase it's "ttl" -> timetolive -> time the effect appears on your screen so it seems to be permanent (86400 seconds... that's a long time for a battlefield effect )
