This One was Rather Uneventful. At a 50 50 Chance the Computer has moments where it strays to one or the other for awhile. But when i had the germans running on Desert, Normal, Japanese, and Russian there was lotsa variety. I like it. Now im trying to do it for Kit Parts. Ima have fun with this once i get FH again.

Does this randomly pick it at any given time, or does it only pick at spawn, etc.

No it doesnt change once they are spawned, they spawn and then they stay that way. and then Next spawn they change.
