I can't seem to increase the amount of bots on one of my servers.

Do you actually need a 32 man server to have 32 bots?

I want to put 40 bots on a 16 man server.

i think ya'd need a 64 player server, with 40 bots and 24 left over slots for Players

If you want 64 bots and max 40 players on server you do this.
Throw out BBO becouse this doesn't work with it.
Ad a slot password for the 24 slots you locked.
BBO will crash and say that server is full 50% of time.
Even though it's empty.
