You mean 'perfect' level? I forget what the tool is; but the steamshovel icon can help sometimes. It seems it can be picky; it will either a) level the terrain to darn near the perfect height you wanted, or b) make some outrageous change, like 10 meters down or 10 meters up.

If you get option A then you're in luck. If you get B thats fine too. I believe if you click one grid point (turn OFF auto smoothing), you can hold either shift or control and hold down the left mouse button, dragging over nearby gridsquares to highlight them all. Once you have them all highlighted, I believe its shift or ctrl again..(sorry im not near my editing PC...i dont even remember, how weird is that), and you can raise/lower them all to the height you wish. That's how I've done it in the past anyways.

I don't understand your problem.. the flatten tool, well... it flattens.

Raise land to desired height.

Switch to flatten tool.
Hold CTRL and click on that land.

Then release CTRL and click wherever you want the land flat and at the chosen height.

Raise your terrain up above the Water

and use the STeam shovel tool, hold control and move the blue box over the piece of land you want it to be level to. Click twice, then release control and click. It will be level

if your land isnt going above the water, hit Page Down to lower the water level
