Well, the idea of attaching four nitrous wont work, it will only make the vehicle more stable probably, but wotn fix the problem. About the cooling down: As long as you dont even add the Coolingfactor line it will never ever cool down. So that wont be a problem.
You can always add parachutes, but they are like for example a steer. You cant remove it ingame, and it has no function at all, its just an model. The fact the soldiers are affected from it (well actually, its the 9 key that does it, in some sort of view) is becasue thats written in the engine. Vehicles do not have such an option.
If you want to do it custom map, try loking at how the DCX team did it (dont steal it, that plagiarism;)). Thay made an rack that hold the vehicle (probably by adding an spawner to it), and that rack had wings so it would float (or floater, i dunno). Then when it hit the ground it "died". There were some chutes addtemplated to it, but since the rack died they would disappear to. They had no function at all.
