I'm not fond of it either, I just hate it when someone on my team goes and camps at an enemy base while the enemy owns all the flags. Besides you could easily modify this script so that it only allows camping when one team controlls all of the flags.
And about the commander's vehicles, I don't think that this would make it so that they can't do it (it only activates when someone is killed)
Here is how the script works(just to clarify):
-when a person dies the script checks to see if they were killed by an enemy or by themselves/friendly
-If the victim was killed by an enemy it checks to see if the victim was inside the base
-If they were inside the base:
the victim's kill is "forgiven"
the attacker's kill is "forgotten"
the attacker's is lowered by 2 plus however many warnings they have
-If the attacker has been given 3 warnings and they tked again
the attacker gets a tk(you get kicked after 3 of these by default on most server)
the attacker is killed
Every 2 minutes the attacker loses one warning(in case they have a horrible case of ADD)
