Okay well if anyone here has played BF2's modification Project Reality. They will note that on some AAS maps, the cp's spawn in different places everytime you play the map. If you don't know what I mean I will post a pick and explain.

Well in BF1942 it is possible to make multiple objects have the same name, and as a result the game randomizes them. FH was famous for this with their weapons. Try creating the same control point 4 or 5 times placing it in a different location each time, and see if that works.

You can have mobile flags in a csm
