Actually, IP ban is pretty useless. Most ISPs give out random IPs, static IPs do cost extra (at least here in Germany)...A dynamic IP means everytime you relog into the internet or reconnect your router, you get a new, random IP assigned, so every IP ban is circumvented easily. IP bans thus are no ultimate weapon, but only enhance the keybans. Keybans are the most effective way, most cheaters are unwilling to buy a new key every few days...

You are not always "on". There is a automatic logoff/logon every 24h scheduled with every ISP. I always get a different IP after a reconnect.

You can create a static IP with a few steps. I do not know it is only LAN-IP or that from your global. You could also try to play via a constant proxy...

I have the same IP unless my power goes out for more than 10 minutes. My modem does not reconnect every 24 hours, if it does my IP doesn't change, I believe because my IP won't change unless its offline for more than 10 minutes.

My IP changes when I tell it to, it listens. You should train yours if it keeps changing, keep it in line.
