Yeah, making a camel "steerable" would be possible, but it's close to impossible to simulate "riding", BF only knows wheels for movements on terrain. Every hover tank or whatnot other mod offers all have invisible wheels, so you too would need to attach invisible wheels to the camel. As well as you'd have to code an appropiate engine...and if you want it to be animated, you'd have to do these too from scratch...and if you'd want the camel to be shootable, you'd neet to code some materials for it too...
Thus, it is - as Pink already said in his own unique language - not really a beginners modding...
He however advises you to have some fun by replacing a vehicle's geometry (in this case the SA-3 guided SAM missile) with the camel ones. This would only require you to change one line of code and - according to Pink - this would be fun too, because the guided SA-3 missile would become a guided highspeed Surface-to-Air camel...explosive, of course...
