One thing, you aren't testing correctly. When you test on your PC, you have a client side mod.
Do this:
Copy your 1942 directory. Make a folder named Battlefield 1942 2 or something. Make a shortcut to the NEW battlefield levels folder on the desktop. Call it Levels 2. Open your regular 1942 folder, make a shortcut for your levels folder on the desktop. Call it Levels 1.
This is a very easy way to mod. You have quick access to each levels folder.
Okay. From here:
I edit my files in a non-game folder. Usually whatever I'm working with is on the desktop. Put all the files you want to test in levels 2. Open the levels 2 shortcut, and hit 'up' a level till you see the dedicated server. Create a server with whatever map is modded. Open your regular 1942. Click multiplayer, then local. Join game.
You have now joined a true server side testing environment!!!
Remember, make SURE the patch file is NOT (!!!!!!!!) in your regular game levels folder. This would be considered a client side mod still.
